Today’s world is becoming more interconnected and globalized. Public health issues — such as infectious diseases, non-communicable diseases, climate change, and emerging technologies — are no longer national or regional problems; they are increasingly addressed through a global, integrated, and multidisciplinary approach. This course empowers students, future policy-makers, and practitioners to analyze and engage with global health issues. Each week introduces a topic in global health governance — such as the World Health Organization and the International Health Regulations, pandemic preparedness, climate change and human health, health technology and digital health, health financing, and One Health — led by the instructors or invited guest speakers. Reflecting recent World Health Assembly priorities, the 2026 edition gives expanded attention to climate change and human health, health technology, and the financing of global health. In the final weeks, the class executes a simulated public health emergency under the World Health Organization framework (the WHO Simulation), joined by outside experts, civil society, and journalists. Students are divided into four to five countries and assigned roles as key legal, policy, and public health decision-makers responding to the scenario. The simulation consolidates what students learn across the term and builds their competencies in global health governance. ● Understand current global health issues and risks, including emerging infectious diseases, non-communicable diseases, climate change, and the role of new health technologies. ● Understand how global health governance works — its institutions, strengths, and weaknesses in addressing global health challenges. ● Develop the ability to participate in international conferences, deliver oral presentations, and collaborate in teams. ● Build research capabilities using media, literature, and databases, and gain front-line experience of health policy-making through the WHO Simulation. ● Broaden horizons beyond students’ own disciplines, deepening understanding of public health, biomedicine, law, and international relations.

● The semester spans 16 calendar weeks. Classes meet on Fridays, 09:00–12:00. ● National holidays that fall on a Friday are NOT held and are NOT made up: 25 Sep (Mid-Autumn Festival), 9 Oct (National Day make-up holiday), and 25 Dec (Constitution Day). ● MANDATORY SATURDAY SESSION: A make-up class taught in person by Prof. Chunhuei Chi will be held on Saturday 12 September 2026, 09:00–12:00. This counts as Week 2 and attendance is required of all students. ● ONE HEALTH / CONFERENCE WEEK: Week 13 (Friday 11 December) is held as part of the “One Health and Its Global Challenges” International Conference, co-hosted by The Ohio State University (OSU) and NCCU on 11–12 December 2026 (Friday–Saturday). Students attend the conference as that week’s class. ● WHO SIMULATION: The simulation is reserved for the final weeks — the drill and document drafting on 4 December (Week 12) and the formal simulation on 18 December (Week 14), the last meeting of the term.
Final Report (online submission only) A solutions report for the major health risks/problems of the assigned country (≤2,250 words), plus a reflection on the WHO Simulation and midterm project (≤750 words). ● Class participation — 10% ● Project presentation and report — 30% ● WHO Simulation — 40% ● Final report — 20%
